Picon was the Colonial Military hub. While Caprica was the center of politics and home to the brass, Picon was the heart and sole of the military. When ships were needed, Picon built them. When ships needed repairs or overhaul, Picon took care of it.
Picon always placed high emphasis on strong leadership and military professionalism. It's people are excellent Fleet officers, pilots, and marines. Picon steadiness and tradtional values can not be matched.
